How could enabling a SVI (VLAN interface) caused a powerful switch like the C6500 with SUP720 to be busy? :-)
The underlying reason is a Cisco router or L3 switch sends out Gratuitous ARP out to the network to test whether anyone is using the particular IP address that it is going to use to avoid duplicate IP address problem.
ARPs are L2 broadcast frames destined to FFFF.FFFF.FFFF; therefore they can bring down a network should a broadcast storm occurs.

Gratuitous ARPs often caused my WinXP workstation to popup the "There is an IP address conflict with another system on the network" warning message whenever my wife presses the Home button on her iPad. :-)
